Beyond Institutions: Understanding Leadership in OFW Advocacy
Overseas Filipino Workers (OFWs) play a structural role in the Philippine economy and in the welfare of millions of Filipino households. Yet while the Philippines has developed one of the most extensive migration governance systems in the world, questions remain about how effectively these institutions translate into real support for migrants.
This study examines how governance and leadership conditions shape the experience of OFWs. Integrating economic analysis, institutional review, and social listening, it explores how migrants perceive government services, what signals of support they recognize, and how leadership credibility is formed in practice.
The findings highlight that confidence in migration governance is shaped less by policy design and more by operational outcomes: reliable services, coordinated responses, transparent processes, and visible assistance during distress.
